The Belize Ministry of Immigration confirmed in writing that a traveller must have a valid passport to enter Belize. The response does not recognize a Canadian Refugee Travel Document as an acceptable substitute for a passport.

Based on this official response, a Canadian Refugee Travel Document holder cannot rely on the RTD for entry to Belize.

My name is Erick Rodas, and I am a refugee advocate based in Vancouver, Canada. I am currently collecting information for a database on visa and entry requirements for holders of a Canadian Refugee Travel Document (RTD) issued under the 1951 Refugee Convention.
I would like to confirm the requirements for two situations:
One person is a Canadian permanent resident and holds a valid PR Card.
Another person holds a Canadian RTD but is still waiting to receive their PR Card. They can provide a Notice of Decision, a Canadian document confirming that their claim for protection was accepted and that they were recognized as a protected person, but it is not a PR Card and does not confirm permanent residence.
Could you please confirm:
Whether the Canadian RTD is accepted as a valid travel document for entry.
Whether the holder can enter without a visa or must obtain a visa.
Whether having a Canadian PR Card changes the visa requirement.
Whether a Notice of Decision can be used as supporting documentation for entry or to demonstrate the person's ability to return to Canada.
If a visa is required, what type of visa should be obtained and what is the procedure for applying with a Canadian RTD?
I would greatly appreciate written confirmation so that the information can be properly documented and, if necessary, presented to the airline or border authorities.
