Costa Rican authorities indicate that a Canadian Refugee Travel Document holder is visa-exempt only when the holder also has a valid Canadian Permanent Resident Card and meets the applicable entry requirements. The RTD must have at least 180 days of validity remaining, and the Canadian PR Card must have at least 1 day of validity remaining at the time of entry.

A Notice of Decision is not accepted as a substitute for the PR Card under the requirements provided by the Costa Rican authorities. Therefore, an RTD holder who does not yet have a PR Card should confirm the visa requirement with Costa Rican authorities before travelling.

Refugees travelling with a Canadian RTD should carry a valid Canadian PR Card and ensure that the RTD has at least 180 days of validity remaining. If the PR Card has not yet been issued, confirm the applicable visa requirement with the Costa Rican Embassy or Consulate before booking travel.
