However, the visa requirement depends on the traveller’s nationality. The Consulate specifically stated that a person cannot travel and return to Canada using only a refugee decision letter, unless they are Salvadoran or hold a valid passport from a nationality that permits visa-free entry.

The Consulate also confirmed that having Canadian permanent residence does not by itself establish visa-free entry; the applicable requirements depend on the travel document and nationality. A Notice of Decision alone is not accepted as a substitute for the required travel documentation.

Refugees travelling with a Canadian RTD should confirm the visa requirement based on their nationality before travelling. A valid RTD should be carried for the trip, and a Notice of Decision should not be relied upon as a substitute for the required travel document.
