Panama’s Consulate in Toronto confirmed that entry with a Travel Document depends on the holder’s nationality. The Consulate specifically requested the traveller’s nationality in order to determine whether entry to Panama is permitted and whether a visa is required.

The Consulate subsequently confirmed that visa requirements are based on the nationality associated with the Travel Document holder. Therefore, a Canadian Refugee Travel Document does not by itself establish visa exemption. Depending on the holder’s nationality, a visa may be required before travelling to Panama.

Refugees travelling with a Canadian Refugee Travel Document should verify Panama’s visa requirement based on their nationality before travelling. If their nationality requires a visa, they should obtain the appropriate Panamanian visa in advance and confirm that the visa can be issued using the Canadian Refugee Travel Document.
