A visa is required for holders of a refugee travel document issued under the Geneva Convention. Ukraine’s Ministry of Foreign Affairs specifically states that refugee document holders always need a visa to enter Ukraine, regardless of the nationality-based visa regime. The Ukrainian MFA also confirms that visa applications can be submitted through a Ukrainian embassy/consulate or an authorized Visa Application Centre.

Canadian RTD holders should apply for a Ukrainian visa before travelling. The application should be registered online through the Ukrainian MFA visa portal, followed by submission of the required documents through the responsible Ukrainian embassy/consulate or Visa Application Centre. The travel document must generally be valid for at least 3 months after the intended departure from Ukraine, have at least 2 blank pages, and have been issued within the previous 10 years.
