The Embassy of Uruguay in Canada / Ministry of Foreign Affairs of Uruguay explicitly states that holders of a Canadian Refugee Travel Document or any other Canadian travel document issued to persons granted international protection must obtain a visa before travelling to Uruguay, regardless of their nationality or whether that nationality would otherwise be visa-exempt.

Visa applications are submitted by email to the Consular Section. The Embassy generally requires a completed visa application form, recent photograph, valid travel document with at least six months’ validity, flight reservation and itinerary, accommodation, and proof of sufficient financial means. Additional documents may be requested. A personal consular interview is part of the process.

The Embassy recommends starting the application at least 40 days before travel. After the interview and referral to the competent authorities in Uruguay, the current processing period is approximately 20–30 business days. The listed application fee is CAD $78, subject to monthly exchange-rate adjustments.

Canadian Refugee Travel Document holders should apply for a Uruguayan visa before travelling. Applications should be submitted by email to the Consular Section, with the required supporting documents, and applicants should allow sufficient time for the interview and processing.
